Productivity Investment Fund Summary of Round 2 Fund Recipients

Department of Tax: E-File
A project to implement e-filing for Corporate returns and Pass-Thru-Entity returns.  Has been implemented at the federal level and in other states.  Has a clear ROI case and is wanted by the stakeholder community. 

Department of Tax: Voucher Processing
A project to eliminate the need for paper vouchers (approx 440,000 annually) to be created.  Paired with the implementation of new processing equipment it will eliminate a paper process simplifying operations and displays a clear ROI case.

Old Dominion University: VIDEO-D-U
A project to reduce costs while improving remote courses offered by ODU at many Virginia Community Colleges.  Should allow ODU to improve their distance learning curriculum by updating to web-streaming rather than satellite and DVD based courses (from 71 courses a semester to 200).  Will lower costs and improve access.  Investment is being matched by ODU. Department of Housing and Community Development: Enterprise Zone Calculator
This project will move a currently cumbersome process involving a 16 column excel spreadsheet that is frequently incorrectly completed and requires staff re-work to an online web-driven process involving only 5 simple pieces of information.  The “calculator” will then do the majority of the work for the applicant ensuring accuracy.  This will allow better allocation of staff resources and provide an improved service to customers.  There is also some cost-avoidance projected.

Department of Mines, Minerals, and Energy: Digital Signature
A project to allow for digital signature on engineering maps provided to DMME.  Currently requirements for a verifiable signature prevent this process from being completed online.  If DMME had the ability to accept digitally signed electronic documents it could start accepting documents electronically.  There would be a significant cost savings to the industry and possibly some cost-avoidance or staff reallocation for DMME.

Virginia Employment Commission: Enhanced Internet Claims
A project to provide enhanced functionality to the internet claims filing application.  It would allow workers who have income in Virginia and another state to use the online system and modify the system to include some intelligence (each question would be based on the answer to the one before it).  It would allow VEC to process claims more quickly and hold hearings to adjudicate claims in a more timely manner.

Department Of Medical Assistance Services: Online Claims Submission
The Department of Medical Assistance Services (DMAS) will implement an online claims processing system.  This will be designed to work with other payers as part of a future Virginia Health Exchange Network (a group of payers and providers in VA) system.  About 20% of DMAS’s claims are currently processed on paper.  By moving this group to an online system it will save money for both the clients and DMAS.

Department of General Services: Mail Consolidation and Pre-Sort
Expansion of State Mail System services to include presort operations to reduce mail related costs for agencies at the seat of government

Department of Mines, Minerals, and Energy: Field GIS System
DMME staff uses maps and GIS data to make field evaluations for investigations, inspections, enforcement, rescue operations, and operator assistance related activities. This solution upgrades the currently-used field GIS system to allows DMME staff to access the latest information, data sources, and maps while in the field.

Department of Tax: Image Cash Letter Project
A collaborative effort with the Department of the Treasury for the electronic (check image) deposit of funds to financial institutions.

Department of Motor Vehicles: Workforce Management System
Procurement and deployment of Workforce Management system software in the agency's 73 customer service centers has the capability to produce accurate forecasts of customer volumes so that effective employee schedules can be developed. Reduction in unnecessary labor costs and overstaffing are expected to result.

Department for the Aging: Medicaid Application Process Redesign
Simplification of the Medicaid application for the aged, blind or disabled client to make it easier to understand and complete. It would also create a method for clients or their families to submit the application on the web.

Department of Mines, Minerals, and Energy: Multi-Year Renewal
This is Phase 4 of an ongoing effort to streamline and to create an electronic permitting, reporting and governance system for mineral mine operators. This phase allows for users who utilize the e-Forms Center to take advantage of a multi-year renewal option. In addition, this phase allows for electronic submittal of funds and digital access to historical and current permitting documents.
